  1. The rules are those of R.F.E.F (Royal Spanish Soccer Federation) for soccer-7. The Organization has made some changes expressed in this document. The rules will be in possession of the Organization, but also available for any team during the competition. The rules of this document prevail over those of R.F.E.F.

  2. Each team will have 15 players at most. During the tournament, each player must wear the same number. The players must be identified by I.D. card, Passport or Federative License. The identification document must be in perfect condition. The organization recommends attaching an OFFICIAL DOCUMENT (Passport, I.D. card) to the Federative License, to prevent any further problem. The organization will keep the identifications the minimum time necessary to make a copy, and then return it. The teams must have the originals available if the organization asks for them.

  3. The matches consist of 2 periods of 15 minutes each, and a break of 4 minutes. Semifinals and Final periods will last 20 minutes.

  4. In the Group Stage, 3 points are awarded for a win, 1 point for a draw and 0 points for a defeat.

  5. The status of Local or Visitor is assigned by raffle. The Local team is the one which appears first in the match-up. The only issue about this is which team has to change its uniforms. If there isn’t an agreement, the Visitor team has to change them.

  6. The first two teams of each group and the four best 3rd will qualify for the first round.

  7. If 2 teams are equal on points on the group, the following criteria are applied to determine the rankings:
    1. The team that won the particular match between the teams in question will go first.

    2. If it was a draw, the team that has the better goal difference in the group will go first.

    3. If the teams are still tied, the one with more goals made in the group will go first.

    4. Yellow and Red card points. 1 point is awarded for a yellow card, and 3 points for a red card (if a player receives 2 yellow cards that imply a red one, 2 points are awarded). The team with less card points will go first.

    5. If the teams are still tied, the rankings will be determined in a 3 penalty shootout.

  8. If 3 or more teams are equal on points on the group, the following criteria are applied to determine the rankings:
    1. Higher number of points obtained in the group matches played among the teams in question.

    2. Superior goal difference from the group matches played among the teams in question.

    3. Higher number of goals scored in the group matches played among the teams in question.

    4. Superior goal difference from all group matches played.

    5. Higher number of goals scored in the group.

    6. Yellow and Red card points. 1 point is awarded for a yellow card, and 3 points for a red card (if a player receives 2 yellow cards that imply a red one, 2 points are awarded). The team with less card points will go first.

    7. Every rule will be applied, in this order, to the implied teams. The first criteria to have effect will have priority.

    8. If there are still tied teams after applying the above criteria, they will be applied again until there are no tied teams or the application has no effect.

    9. If there are still tied teams, there will be a raffle in the Center Table (highest sporting authority) to determine the rankings.

  9. Four best 3rds selection criteria:
    1. Higher number of points obtained in the group.

    2. Superior goal difference in the group.

    3. Higher number of goals scored in the group.

    4. Yellow and Red card points. 1 point is awarded for a yellow card, and 3 points for a red card (if a player receives 2 yellow cards that imply a red one, 2 points are awarded). The team with less card points will go first.

    5. If there are still tied teams, there will be a raffle in the Center Table (highest sporting authority) to determine the rankings.

    6. These criteria are applied in order and only once.

  10. In case of draw match from first round on, the qualified team will be determined by a 3 penalty shootout.

  11. At the end of every match the referee and the two team captains have to sign the match sheet, in the match Field Table.

  12. The substitutions must be noticed to the Field Table. There are unlimited substitutions. The substitutions are to be made in the center of the field, and no player can enter the field before his substituted teammate leaves it.

  13. The coaches have a “coach area” that they cannot leave under any circumstances.

  14. A team delayed 5 minutes for the schedule established for a match, will lose it 3-0. A second delay will exclude the team from the competition, and all its matches will be a 3-0 defeat.

  15. Any complaint has to be made and solved in the Center Table, highest sporting authority of the tournament.

  16. Referee decisions are final.
